Economy and open access: Is it necessary to regulate scientific publishing?

Open access has brought a revolution not only in the scientific communication system but also in the business model of academic journals. This change has generated criticisms because some people consider that the promotion of open access is a public intervention in an economic sector. The goal of this text is to deny this argument. For this, we describe the main mechanisms of market regulation, we expose the specificities of the scientific publishing sector and, finally, we analyze and justify the measures of public intervention in this field as a way to protect the interests of science as a collective good.Downloads
